Background

Integrated Maritime Science, Business and Education Center, Klaipeda The aim of the Lithuanian integrated marine science, studies, and business centre (valley) is to establish a nucleus of maritime knowledge economy by concentrating territorially scattered and functionally non-integrated academic marine research-oriented institutions and their divi- sions, to optimise institutional co-operation by means of the development of the common in- frastructure, and to create conditions for a closer interrelationship of the marine research, studies, and business. Two directions of scientific research and experimental development of the Valley are sug- gested considering the system of Lithuanian maritime sector and on the basis of the as- sessment of the potential of the initiators of the Valley, their partners, participants, and their demand for scientific knowledge and innovations:

- Marine environment - Marine technologies

The axis of this valley is Klaipeda University. Cooperation with business companies will help both students and their teachers to better understand the needs of the market. This will have positive influence on the qualification of the specialists being prepared, will help to use scien- tific research basis more effectively, and will diversify the themes of research.

Close cooperation among science, studies, and different business fields, high qualification of the prepared specialists, quicker involvement into production activities, will also help to better plan and fulfil the needs of specialists.

Shipping and the Environment Serious risks to the environment arise from the possibility of accidental spill of hazardous substances or illegal discharges into the sea. In a semi-enclosed sea, the impacts of hazardous spills are long-lasting and can concern all shores. Further actions are still needed in the Baltic Sea aimed at improving cooperation, coordination and, at times, even the coherence of maritime safety, maritime security, surveillance agencies and disaster response.

MARSUNO www.marsuno.eu The growth in traffic increases the risk that accidents will increase, unless improved safety and environmental risk reduction procedures are set in place. At the core of the required procedural improvements are traffic organisation measures, which involve the monitoring of ship movements, with the aim of preventing the development of dangerous situations The pilot project supports the policy process of the European Commission to create a Common Information Sharing Environment for the EU maritime domain.

The project will identify the expected gap between various user communities' demand for the exchange of cross-sectoral maritime surveillance data unmatched by current supply. It will further explore the possibility to achieve such data exchange. The results of the project shall feed into an innovative process aiming at overcoming sectoral barriers between maritime user communities in view to optimize the efficiency and the cost of maritime surveillance.

The Baltic Master II Project www.balticmaster.org Baltic Master II is an international project which aims to improve maritime safety by integrating local and regional perspectives. The focus is on the Baltic Sea Region and issues concerning pollution prevention, coastal zone management and on land response capacity to an oil spill at sea. The project Baltic Master II is recognized as a flagship project in the Baltic Sea Strategy of the European Union.

About the workshop

The workshop intends to give a presentation of work in process in the field of Maritime Safety. The discussions will give the participants an opportunity to bring their input to the on- going work. And also we will discussed, how will the regions be involved in the ongoing im- plementation and what is expected from them?
